warning vent ahead

I strive to be a positive person who is not a complainer, whiney person... on occasion though I do like to have a bit of a vent over things that are totally out of control. Today the USCIS/soc sec office people are on my vent list. GRRR UGH! I just really want to scream at all of them!!! Danny traveled alone to adopt Caitlyn in China. Therefore we do not receive a FREE cert. of citizenship like the families that travel together. We had to pay several hundered dollars and apply for it after readopting Caitlyn here in the ST of AL. OK, we did that and now 8 months later still have no COC in hand and I am running out of time to get Caitlyn a soc sec card for taxes. I skipped it last yr because I could not claim the adoption credit until readopting anyway. So Chloe Caitlyn and I go to the soc sec office today with paperwork in hand and sit over an hour. Caitlyn entertains the other waiters. She also did something I did not even catch until someone beside me noticed. Someone would walk in with pretty earrings and Caitlyn would say loudly earrings!!! look!, then someone came in with a nice handbag, she said ohh pretty purse, hab it hab it!!!! Then someone came in with shoes that caught her eye as well... The woman beside me said, "She is all girl, ready to shop isn't she?" Anyway, now to finish the story, we get called and the man says he would like Caitlyn's shot record???? what??? This is not on the list ANYWHERE! I am a big, read the rules, bring the correct forms kind of person. I politely say this is not on the list why? He says to verify her name. I say her birth certificate and her certificate of foreign birth from AL could do this couldn' t they??? Plus her foreign adoption cert and her new AL adoption cert. He says again I need it, so I say ok. We leave. As I go out to the car, I see him leave for his lunch break. I have an idea. The girls and I go back in, get another number, wait and after about 20 -30 more minutes of waiting, a woman calls us up and never asks for a shot record. She just ok's the application and said we would receive a card , the only negative thing being that it would have Caitlyn's Chinese name not her new given name; when ever we do receive the COC to come back and we could change Caitlyn's name then. Right now she is still considered an alien until this woman's computer says otherwise. I still would love to know why oh why that man wanted to make things complicated????? Makes absolutely no sense at all to me... NONE. I know there are many others in this area whom have adopted and they see this on a reg. basis. But anyway this man cost me around an hour of my time today, just because he does not have a clue what he is doing and my tax dollars are paying him. I dare say I could have gotten yet another number, saw a different employee and Caitlyn's name would now be Caitlyn on her card. It seems to be whatever they feel like doing at the time.
